MANAGING DIRECTOR

The Spectrum Management Authority (SMA) is the regulatory body responsible for the efficient management of the radio frequency spectrum in Jamaica, which includes licensing spectrum users and regulating their use of the spectrum.

The SMA is seeking to identify a suitably qualified individual to fill the post of Managing Director.  This is the most senior executive job in the Spectrum Management Authority.

Responsibilities
Reporting to the Chairman of the Board of Directors, the Managing Director has day to day operating responsibility for the Spectrum Management Authority, including its programs, projects, personnel, resources and results, and is expected to manage all these to facilitate the organization achieving its vision, mission and goals.  The remit of the SMA involves community, national, regional and international dimensions and its achievement devolves primarily upon the position of the Managing Director.

Requirements

  1. Master’s Degree in Telecommunications, Engineering or Information Technology.
  2. Post graduate training in Business Administration.
  3. Understanding of legislation and regulations relevant to spectrum management in Jamaica.
  4. At least five (5) years’ experience in general management.                                                     
  5. A minimum of five (5) years experience in a senior Engineering post in the telecommunications   industry.
  6. Excellent interpersonal and leadership skills.

Director, Policy & Strategic Planning

The Radio Frequency Spectrum is the medium which facilitates wireless communication.  The Spectrum Management Authority (SMA) is the regulatory body responsible for the efficient management of the radio frequency spectrum in Jamaica, which includes licensing spectrum users and regulating their use of the spectrum.

The SMA is seeking to identify a highly motivated, dynamic individual to fill the post of Director, Policy & Strategic Planning.

Responsibilities
Reporting to the Managing Director, the Director, Policy & Strategic Planning plans, directs and coordinates the policy and strategic planning activities of the SMA at the highest level of management to facilitate the organization achieving its vision, mission and goals.   Principal duties include:

  1. Reporting on the performance of the SMA through monthly, quarterly, semi-annual and annual reports.
  2. Developing processes, models, templates and modalities to support the planning process, including establishment of standards which are consistent with international norms.
  3. Formulating policies and strategies which are fair, reasonable and equitable in order to garner adequate revenues for the use of the spectrum.
  4. Developing policy options based on Government policy, international trends, research and market analyses.
  5. Creating medium and long term research strategies to support the planning process.

Requirements

  1. Master’s Degree in Economics or a related area.
  2. Training in Business Administration.
  3. Sound understanding of the Jamaican wireless communication environment.
  4. Knowledge of legislation and regulations relevant to spectrum management in Jamaica.
  5. Knowledge of spectrum pricing mechanisms.
  6. A high level of proficiency in the use of computer applications and analytical tools for economic analysis.
  7. At least ten (10) years’ experience in economic research and policy formulation, five (5) of which should be at a senior level.                                                    
  8. Three (3) years’ experience in a telecommunications environment, at least one (1) of which should be related to regulation.
  9. Excellent oral and written communication skills.
  10. Good interpersonal, leadership and coaching skills.
