Frequency Allocation Chart

The Telecommunications Act 2000 (Section 22) refers to the preparation of a national plan for the allocation of spectrum. The plan should provide information on the allocation of frequency bands as well as conform to the International Telecommunications Union Table of Frequency Allocations.

The Frequency Allocation Chart depicts the radio frequency allocations to radio services which operate in Jamaica. The Chart measures 36in x 30in and partitions the spectrum from 9 KHz to 74 GHz. into approximately 343 frequency bands. Colours are used to identify the allocations to different services. The Services which are allocated on the Chart are:

Why is a Frequency Allocation Chart important?
The Frequency Allocation Chart provides the basic structure to ensure the efficient use of the spectrum and to prevent radio frequency interference between services.
The planning of the frequency bands is a key mechanism for preserving the rights of all spectrum users by ensuring equitable access to the limited radio frequency resources. It also provides a stable planning environment for spectrum managers/regulators, equipment manufacturers and users.

Note that the usable part of the spectrum extends to 300 GHz.

In addition to being a fundamental requirement for the everyday functioning of any modern spectrum management body, the Chart provides a general understanding of Jamaica's spectrum allocation policies both to local and international spectrum managers. The Spectrum Management Authority represents the interests of Jamaica internationally with regard to spectrum issues. The Chart will provide easily accessible information to participants in these fora on Jamaica's domestic spectrum policy.

How are the radio frequencies allocated?
There are two types of allocation:
  • Exclusive allocations, where the frequency band concerned is allocated to a single radiocommunication service and
  • Shared frequency allocations, where the frequency band concerned is allocated to two or more services.
Shared frequency allocations are useful to maximize the usage of available spectrum when two or more services can effectively utilize the same frequency band.

  • Current and prospective users of the radio frequency spectrum, including international investors in the fully liberalized telecommunications market.
