ADDENDUM TO REQUEST FOR PROPOSALS FOR INTERNL AUDIT CONSULTANCY SERVICES
INTRODUCTION
This document provides further information/instructions in relation to the Request for Proposals for Internal Audit Consultancy Services.
1.0 INSTRUCTIONS TO APPLICANTS
All proposals submitted for provision of Internal Audit Consultancy Services should have a technical and a financial component.
The Technical Proposal must include the following:
- Particulars of Applicant
- Company Name (where applicable)
- Company Registered Address
- Name of Principal Applicant (must be a Director of the Company) and contact details including telephone & fax numbers as well as e-mail address
- Incorporation documents including copy of Certificate of Incorporation and Articles of Association.
- Valid Tax Compliance Certificate
- Certificate of Good Standing from the Companies Office of Jamaica
- Technical Proposal including:
Comprehensive plan detailing the approach and methodology to be used in keeping with the scope of works as outlined in the Terms of Reference.
The Financial Proposal must include the following:
• Proposed cost of Service
The proposed cost should show details of the respective man-hours proposed (i.e) time and rate along with any other costs to be incurred. This is a fixed price Jamaican dollar contract which should cover Professional Fees and Reimbursable Expenses.
Three (3) copies of the proposal must be submitted. One marked “Original” with all the original documentation and the others marked “Copy”.
Submission of Proposals
The Technical Proposal is to be packaged separately from the Financial Proposal with each being clearly marked “Technical Proposal” and Financial Proposal”

3.0 THE EVALUATION PROCESS
The SMA will have responsibility for the evaluation of proposals and the management of the selection process. Organizations/individuals may not participate in more than one proposal.
The selection of the successful proposal will be carried out using a two-stage evaluation process. In the first stage, the Technical proposals will be assessed to determine whether they are in compliance with the minimum requirements as outlined in Section 1.0 and the evaluation criteria detailed in Section 4.0. The second stage will be a review of the Financial proposals submitted by the company (ies) who have met the requirements of the technical proposal.
4.0 EVALUATION OF APPLICATIONS
Evaluation of the proposals will be done in accordance with the Government of Jamaica’s Public Sector Procurement Procedures. The following factors will be used to evaluate proposals. The proposal scoring the highest number of points will be deemed the successful bidder.

5.0 VALIDITY PERIOD
The Consultants Proposal shall be valid for a minimum of ninety (90) days from the closing date for submission. During this period, the Consultant shall undertake to maintain, without charge, the key personnel proposed and shall hold to both the rates and the total price proposed.
6.0 REJECTION OF PROPOSALS
If the SMA considers that individual proposals or all proposals received will not satisfy the stated objectives, the SMA may reject such proposals.
