General Comments

The SMA wishes to thank all respondents for their interest in and responses to the Information Memorandum – Licensing the 2.5GHz Band, 250 MHz - 2690 MHz published on 2008, June 30.  The comments have provided invaluable information concerning the requirements of the market. The questions and answers are presented without reference to the respondents and all references to specific names of companies within questions have been removed.

The SMA would like to make the following general comments:

The reallocation of a portion of the 2.5GHz band represents an opportunity for Jamaicans to have access to wireless broadband and other advanced telecommunications services.  The SMA is interested in facilitating a competitive marketplace for these services in Jamaica, now and in the future.

The SMA is very keen to ensure the efficient use of the spectrum, especially in this highly valuable spectrum band.  As was the case with the introduction of mobile competition in the market, the SMA stands ready to work closely with successful bidders over time to ensure that their spectrum needs can be met in order to provide affordable, quality telecommunications services. Furthermore, the SMA is aware of the need to address future demands for spectrum for similar services to facilitate anticipated growth in the market.

The SMA is mindful of the differing requirements (long and short term) of parties who may be interested in the 2.5GHz spectrum.  Therefore, the Authority has presented, within the context of the relevant constraints, a flexible, technology neutral approach to the licensing of this band, which would provide an equal opportunity to all who may want to participate in this dynamic market.

The comments received in response to this Information Memorandum will be taken into account as we seek to fulfil the objectives of the Government of Jamaica for the benefit of the people of Jamaica.
